County spending on climate change and disaster risk reduction: Evidence from the budgets of four counties

Kenya is increasingly experiencing severe droughts followed by heavy floods, the recurrence and intensity of which is closely linked with climate change. To mitigate the effects these natural disasters can have on poor people in vulnerable contexts, adequate public expenditure spanning various sectors must be devoted to climate change and reducing disaster risk.

In light of these recent trends, DI tracked four counties’ budgets for the financial years 2016/17–2018/19 to understand the extent to which county budgets address climate change and disaster risk reduction (DRR). The counties in focus were Baringo, Kisumu, Laikipia, and West Pokot.

This event aims to bring together government officials covering finance and economic planning, county representatives in charge of climate change and/or DRR; as well as community-based organisations, research institutions, media and development partners.

We will examine the levels of budget allocation, institutional frameworks and policies put in place by the four counties towards climate change and DRR. Participants will attend a panel which will unpack new policy as well as institutional and financing initiatives for DRR or climate change in the counties. Finally, attendees will develop action plans to influence engagement with county governments for increased, targeted and explicitly-stated budgets and policy considerations.
